梁惠王說：“我對于治理國家，是很盡心的了。河西鬧災荒，我就把災民遷到河東，把糧食運往河西；河東鬧災荒，我也是這樣辦理。但是鄰國的百姓不減少，我的臣民也不增多，這是為什么呢？”
孟子回答說：“大王喜歡打仗，請讓我用打仗來做比喻。咚咚擂起戰鼓，雙方已經交鋒，作戰的人丟盔棄甲拖著武器向后逃跑。有的跑了一百步停下，有的跑五十步停下來。跑五十步的嘲笑跑一百步的，那怎么樣呢？”
梁惠王說：“不行，那些跑五十步的只不過沒有跑一百步而已，這同樣是逃跑嘛。”
孟子說：“大王既然懂得這個道理，那么就不要希望自己的臣民比鄰國多了。”
