1、結構上區別：
announce 后接名詞或代詞或that賓語從句，而declare除接上面結構以外還可接復合賓語等結構。
2、announce, declare在翻譯為“宣布”時，有如下區別：
announce更接近于漢語“公布”、“告知”的意思，它所涉及的是一件對方原來不知道的事。如：
The accident was announced to his family by telephone.
已將事故用電話告訴了他的家屬。
The date of his visit has not been announced.
他來訪的日期尚未公布。
declare含有莊嚴宣告或交代清楚的意思，它所涉及的事不一定是對方所不知道的。如：
The accused declared himself to be innocent.
被告宣稱自己無罪。
Fighting has been going on for a year, but war has not yet been declared.
仗已打了一年，但并沒有宣戰。
以上各句中的announce與declare不可互換。但有時兩個詞用在同一句中都說得通。
如：
The government announced ( declared ) the danger to be past.
政府宣布危險已經過去。
二、oracle里這種declare語句塊叫什么家伙
declare age number(4)；--聲明一個參數 a 類型為 number類型 長度為4begin select teaAge into age from teacher where teaid = 122； --查詢 teaid為122的teaAge 把teaAge的值放到age中 if age>24 then --當age的值大于24 dbms_*_line('da')； --就在控制臺輸出da dbms_output 是一個系統包 調用了包里面的put_line函數 else dbms_*_line('xiao')；--如果小于24 輸出 xiao end if；--結束if語句end； --結束這個程序。
三、一個英語句子
NHK : I declare the meeting open. （= 我宣布開會）是1句完整的句子。
Open 在這里是形容詞。形容 meeting 的進度。
意思是指 開始。把句子改成 I declare the meeting opened. 也是可以的。
這個 opened 就是動詞。相反的。
I declare the meeting adjourned. / I declare the meeting closed. 就是。我宣布休會 / 閉會。
