十八年后，長發公主與她的變色龍寵物帕斯卡住在高塔。長發公主要求葛朵讓她去看在每年生日遠方漂浮的星光，但葛朵始終拒絕了她的請求，說世界充滿貪圖她魔力的壞人。
同時，夢想擁有一座城堡的竊賊弗林·萊德和兩個同伙偷取了王國城堡里的王冠后逃向樹林中。在逃跑過程中費林背叛他的同伙，同時也為甩掉王國守衛和落單的守衛長的白馬坐騎馬克西姆斯的緊追不舍，誤入樹簾，發現高塔，在好奇心的驅使下，弗林爬上了高塔。
守衛長的白馬坐騎馬克西姆斯仍繼續搜索費林的下落。弗林一進入高塔，就被長發公主用平底鍋打暈，然后把他藏匿在衣柜里并將王冠藏了起來。
長發公主認為自己有能力對付壞蛋，向母親證明他可外出，依然被否決了。她失落地告訴葛朵想要一個特殊顏料作生日禮物，尋找這種顏料需要數天，長發公主想以此拖延時間，條件是不再提離塔的事，葛朵答應了。
葛朵離開后，長發公主趁機放出弗林，提出交換條件，如果弗林帶她去看那些天燈，回來就把皇冠還給弗林，弗林同意了，和她一起離開了高塔，雖然長發公主很高興獲得自由，但與母親失約的罪惡感又使她內心產生矛盾沖突。葛朵在回塔的路上，看見皇家守衛隊在四處搜捕，葛朵見況不妙提早回到高塔，發現長發公主不在了，卻找到了長發公主藏起來的王冠。
預感不妙，離開高塔，找尋長發公主的下落。途中，兩人進入小鴨子酒館，里頭全部都窩藏葛朵曾警告長發公主的惡棍們，只不過他們并非想像中的壞，惡棍們都有各自的夢想，就和長發公主一樣。
但追兵、壞蛋兄弟和葛朵全都追到此地，小酒館惡棍們幫助兩人擺脫守衛，他們最終在一個人造大壩進行追逐戰，在打斗時無意中導致水壩潰堤。洪水將兩人困在一個黑暗山洞，并嘗試逃出去，在無能為力時，兩人袒露心跡，弗林說出他的真名是尤金·費茲赫伯特，長發公主說出唱歌會讓頭發發光的秘密，說完之后，長發公主恍然大悟，最后兩人借著長發公主那一頭會發光的頭發找到了出路。
長發公主對弗林漸漸產生了好感。葛朵在找尋長發公主的路上遇見被弗林背叛的兩個同伙，提出誘人的條件，讓兩個同伙同他合作。
葛朵設計趁費林離開時，捉走長發公主并告訴她費林只想要皇冠，感情是騙人的，并讓長發公主將王冠交給弗林，以此挑撥二人。隔日，白馬馬克西姆斯追到弗林，但聰明的長發公主化干戈為玉帛，兩人和白馬結為了好友，并一起抵達王國里游玩。
晚上萬眾天燈漂浮天際，長發公主給弗林皇冠，但弗林意識到長發公主才是他真心想要的。弗林的兩個同伙出現了，弗林決定將皇冠還給同伙，改過自新，但兩人早已與葛朵同伙。
他們設下陷阱，將弗林雙手綁在舵上，將船放入湖中，借著霧，讓長發公主誤以為弗林背叛她，帶走皇冠逃之夭夭。葛朵借此帶著傷心欲絕的長發公主回到高塔。
而弗林則被逮捕，因偷竊王冠罪被判以絞刑。回到高塔，長發公主察覺種種跡象，意識到她正是王國里那失蹤已久的公主，向葛朵表示她全都想起來了，但葛朵知情要一輩子的閉關長發公主。
同時，白馬找來酒館的惡棍們，合力救出費林，白馬將弗林帶回高塔去營救長發公主。費林進入塔中，卻被埋伏的葛朵刺傷，生命垂危，長發公主承諾如果她能治愈費林的傷口，將永遠留在葛朵身邊。
葛朵同意了，但弗林說，他寧可死也不讓她永遠被困，并切斷了她的長發，魔發的魔力消失了，并變成了棕色，葛朵年輕的美貌迅速衰老，跌下高塔化成灰燼。弗林深愛著長發公主，但傷重而死去。
長發公主傷心地抱著弗林，嘗試唱起咒語，眼淚隨之滴落在弗林臉頰，閃出太陽般的光芒，奇跡。
